I.Any number in order to get completely divided by 11 must have the difference between the sum of even place digits and the sum of odd place digits equal to 0 or the multiple of 11. In 7710312401, difference between sum of even place digits and the sum of odd place digit 0.
So, it is divisible by 11. 

II. To check divisibility of 173, we can divide the number by all the prime numbers from 2 to 13. It is not divisible by 2, 3, 5, 7, 11 and 13. So, it is a prime number.

Hence, both Statements I and II are correct.
